Mardi Gras anywhere is always the day before lent starts!
It ends the same day as the Roman Catholic lent- the day before Easter. But it starts the Monday before Ash Wednesday. And the requirements are much different.
Lent starts at 12: midnight (the day after "Fat-Tuesday", the end of Mardi Gras) and ends on Easter. Since Easter officially begins at midnight on Sunday morning, Lent ends at 12:00 Easter morning.
Lent is observed starting Ash Wednesday, and lasting until Easter. The day before lent starts is Mardi Gras (Fat Tuesday) which, since many Catholics fast during lent, was when Catholics would eat tons of food preparing for their fasting.

I think it is February 12 in 2013. Day before lent starts also know as fat Tuesday, and mardi gras.
