Temperature determines the type of preciptation that falls. Most frozen precipitation requires either an upper level of low temperatures or low temperatures at ground level. Low temperatures are at or below freezing point. Hail may fall if there is severe thunderstorm activity, because water droplets are carried thousands of feet into the thundercloud and may become supercooled as they travel upwards, making hail pellets.

If there is a layer of warm air above the surface, however, the snow will melt as it falls. If this layer is shallow, the melted snow will have time to refreeze into ice pellets called sleet.
