It is called an electroscope.
A static electric charge can be detected directly by a device called an Ishmoo. It has a plate on top and a plate inside. The inside plate moves a mirror and it reflects a light slit onto the meter face and reads out static voltage. A standard electric voltage meter today, A VOM, would have an attenuator switch and read out digitally.
