Joseph and Mary were betrothed to each other. Joseph had to go to Bethlehem to be registered because he was an ancestor of King David. Mary, who was with child went with him. Joseph was the step father of Jesus and God had ordained that Joseph and Mary raise Jesus after His birth. They became a family and Joseph was the father figure.
It is clear in Luke that the angel never appeared to Joseph, who must have relied entirely on Mary's account of the angelic visitation. If this is an accurate account, the angel must have not wanted Joseph to be present when he appeared to Mary.
