Up to the 2nd Century BCE, all property owners were called up to defend the state and their property against attack, or for the purpose of taking others' property which could be distributed amongst their sons and the non-propertied class. The unpropertied class was not called for regular service, as they didn't have the arms and had no property to defend, but were used as light infantry where appropriate.

In the lated 2nd Century BCE a massive Germanic invasion had destroyeed part of the army so the non-propertied class was enrolled as well to fill the gap.

Extended campaigns as the Roman Empire extended further and further demanded more than part-time farmers, so the army was filled with full-time soldiers who served for 16 or 20 years and were then settled on captured land. Foreigners were later included and gained the valued Roman citizenship for their service.
