It depends on which side of the road you park. The rule is if the car starts to move downhill the wheels should be turned so the vehicle rolls to the side of the road not into the middle of the road.
For the sake of uniformity learn to park on an uphill grade WITHOUT a curb the same way you would as if a curb existed.
Pull or back to the side of the road and turn your wheel hard to the left. If there were a curb this would present the rear of your front [steering] tire to the curb and prevent the vehicle from rolling. Since there is no curb, it would have the effect of turning your car in a semi-circle out into the street but would not allow it to run straight back downhill.
