This is actually your third eye or minds eye usually alerting you to something. Notice how it comes at specific times or it just comes without you knowing why. I've heard if you ask it to teach you it will..When you close your eyes and see a swirling blue circle this is your inner minds eye. When your eyes are open and you see the tiny blue dot (which has also been known to be accompanied by different colors separately) it is an alert of some kind i believe.

∙ 16y agoThey could be floaters. Floaters are pieces of debris floating around the inside of your eye. Often you don't see them. They are largely harmless but I would recommend seeing an Optometrist.
