A dot above or below a note means playing Staccato, a way to accentuate the note by suddenly stopping it's articulation, so that it is much shorter than regular notes that are usually bound to another in a way that the sound does not stop in between them (Legato).
It is not meant to affect the Tempo or the Volume, i.e. it is not slower, faster, louder, softer -- just play each Staccato note much shorter, to separate it from the others.

I don't know specifically about measure 18 because you didn't say what piece. A single dot above a note is a staccato, which means detached (not short). Multiple dots above a note is a type of shorthand for repeated notes. For example, two dots above a quarter note means to play two 8th notes.

The clef determines where the notes fall on the staff. In a treble cleff the symbol circles the note G. In a bass cleff the symbol starts on and has two dots surrounding the note F. Different clefs put notes in different places.

You can't.You just look above and when the dots (notes) reach the box above a key, click on that key.As the colored dots come down into the sections of the bar, press the key directly under that spot just as the dot gets there and disappears.
