The second two numbers are the group code issued out in the following order as each group fills out the "Serial" section which is the last 4 digits, Odd numbers 01-09, Even 10-98, Even 02-08, Odd 11-99. No group can have all zeros. And of course as stated before the last four digits are the Serial section issued in order, 0001-9999 within that group and area.
