I am guessing you are a lifeguard. The red cross states that you must observe and decide whether the environment is safe enough that it will not harm you. For example you must see if there is some kind of toxin that was accidentally released into the air. If their is a toxin call poison control and 911 and see if there is any way that you can save that person some way else.
