Go to mauville city again and go to the right and then when you meet a body of water use surf to go across it and then you will get to the other place. you will meet steven and must defeat team aqua and Brendan to go to Lilycove. To defeat team aqua, you need to go inside the building near the bridge. When you defeated team aqua there's a surprise Pokemon that the weather forecast will give you as a gift of saving them.
