There may be other explanations - but I know it as a fishing term for a piece of equipment. Instead of using a lead weight at the end of your fishing line, create a small pouch, out of cotton for example, pack it full of sand, fine sand is better as it will absorbe more water and become heavier, and use it on the end of your line as a Sinker. The reason being, if lost there is no lead content to contaminate to ocean and after a while the cotton degrades and the sand returns to the ocean floor
