They probably were pretty busy with their own things to take it too seriously. Depending on their awareness of the U.S.'s intent they might have been pleased, although they might have foreseen the domination and militarism to come and then I would say that they were not happy about it. In theory, the prevention of European occupation would have been a good thing for the fledgeling countries, but I am obviously no historian
