well this is almost word for word from Hebrew its actually verse 10 - 11 in the chapter:

wise my son ( - )and my heart is joyful and I (shall) answer those who talk disgracefully

: the smart saw evil hidden (whereas) the naive (plural) passed by (it) and got punished.

understanding Hebrew grammer and the language :

the first is an "if then"

if my son is wise - then i can be joyfuul and fear not those who talk false.

the second is a poetic description :

the smart fellow sees evil hides and so becomes careful whereas the fulls steps in to a trap.
