And a producer is not the one "who determines if they're offered a contract." A music producer may work for a label or own an independent studio. He produces - makes - albums and demos. Most will work for anyone who has the money to pay, in many cases, exorbitant studio fees whether you have a record deal or not.
A contract, also called a recording contract or a record deal, is between the Artist (a.k.a. the talent) and the Label. The bigger the Label, the more likely they will be to tell you which producer to use, among other things.
