a) Isaiah is saying that he was chosen as a prophet of rebuke.

c) He has been called upon by God (once more) to turn the (wayward among the) Israelites back to God, and God will honor him.

The LORD calls Cyrus His "anointed" (the same word as "messiah" in Hebrew) because the Persian monarch was a prototype of the Messiah. He was appointed by the Lord to be a king and was raised up by him to be an instrument of doing great things in the world, and particularly of delivering the Jews from their captivity, and restoring them to their own land.
God promises to give him victory over nations, principally Babylon, to remove all hindrances to his conquests, and to hand over to him tremendous amounts of hidden riches in secret places. Still addressing Cyrus, the LORD speaks of Himself as the only true God, who calls Cyrus by name, who surnames him as anointed and shepherd (Isaiah 44:28), and who equips him for his mission. God does all this for the sake of His people, and so that the whole world may know that He alone is the LORD.

AnswerMost scholars believe that the Book of Isaiah was written by at least two authors - Isaiah, son of Amoz, who lived during the late monarchical period, and "Second Isaiah", an anonymous author who lived more than a hundred years later, from the time of the Babylonian Exile. Some scholars see a third author, "Third Isaiah", who may have written chapters 56-66, while others attribute these chapters to Second Isaiah. This debate is not yet resolved.
