Totally different things in Act 1 and Act 3. In Act 1 he says the Juliet is too young and that Paris should wait until she is 16. In Act 3 he says, "Hot Dang! Let's go for it! I'm sure Juliet will be happy to go along with this."

In Act 1 she tells her that Paris is interested in marrying her and that she can look him over at the ball. Later she tells Juliet that Capulet has decided that Juliet should marry Paris. And she also tells Juliet not to worry about Romeo because Lady Capulet is going to hire an assassin to bump him off.
