No, he did not. This is one of the lyrics for the 1904 version of "America the Beautiful", which is an American song. Shakespeare was English, not American, and the US did not exist when he was alive (he died in 1616. Though North America was colonised in 1607, the American Independence, hence the birth of the US, wasn't until 1776). The original song was written in 1893 (277 years after Shakespeare died), but did not have the lyric "god thy gold refine". That lyric was added into the altered 1904 version (288 years after Shakespeare died). The song was written by Katharine Lee Bates.
