Professional Engineer. One of their duties is to sign off on the structural feasibility/integrity of an architect's blueprints. Architects must get a P.E's stamp of approval on any aspect of their prints that involve the structural components of a building. It is the P.E's livelihood on the line, if something happens after the fact to a component that they have given their seal of approval to. So, typically they are very thorough.
