Percival is unable to respond to Jack's question about the beast due to his state of shock and trauma. He only cries and cannot provide a coherent answer.

After the boy's had mocked Percival's report of seeing the beast, by telling him no large animal could live on such a small island, Percival gave them pause for thought when he told them that the beast came from the sea.
Jack's answer to questions about the beast is to say that, "if there is a beast we will hunt it and kill it." Ralph keeps insisting, "but there is no beast!"
When Percival speaks, he is unable to remember where the beast comes from and becomes overwhelmed with fear. He struggles to articulate his thoughts and eventually breaks down due to the intensity of his emotions.

Jack wants to kill. Jack loves the idea of hunting the beast. Ralph continuously says there is no beast. When Samneric report about what the beast looks like, Jack says he will hunt it and asks who wants to join him. Ralph, the more reasonable of the two, says they only have wooden spears. Ralph admits he is scared. He always thought the beast was fake, but now he think there might be a beast. In the end, Ralph and Jack both decide to hunt the beast.
Percival says that the beast comes from the sea. To help the whole situation, at this point the boys see a shark out in the water. Maurice pipes up that his dad said there are still unknown creatures in the sea. Then Maurice unhelpfully adds that it could be a squid. All the boys start arguing about whether a squid can come on land or not until Ralph silences everyone.
Jack is hungry for power and has envied Ralph's position as leader throughout the novel. Since Jack is a hunter himself, he would be the obvious leader because it takes a hunter to kill a hunter. The boys' fear of the beast is the basis of Jack's power. This is also important because we have to recall Simon's suggestion that the boys themselves are the only beasts on the island; although he doesn't realize it, Jack (who is a hunter himself) is saying that he IS the beast.
