it means that when someone is either taken into custody and charged with a crime or in front of a judge they are released from jail without having to pay a bail/bond.

sometimes they will be released without any type of conditions from the court, but most of the time there will be at least one or two rules to follow (no drugs/alcohol, remain law abiding, make all future court appearances, keep court informed of current address, etc)

people who are released on their own recognisance are generally viewed as a non-threat to society, the judge believes they take the situation seriously and deserve to be free until the next court date.
