The book of Titus was actually a letter written by Paul to Titus, a fellow Christian, who had stayed in Crete to correct problems in the congregations, and to "appoint elders in every city"(Titus 1:1,4+5). Because, it appears, that many people in this area tended to have rebellious attitudes, this letter would guide Titus as he encouraged proper conduct among Christian elders, older men, younger men and each member of the Christian congregation(Titus 1:10-13). Titus 2:3+4 explained how older women should be behaving in the Christian congregation, to set a good example for the conduct of young women. This council is still relevant for Christian women today.

When Jesus Christ died on the cross for our sins and was resurrected a new age began. If you have asked Jesus into your heart (trusted Him for salvation) then you become a new "creation" (II Corinthians 5:17) and you turn away from your old life. That old life of sin. (It sounds strange but God at that moment when you asked Him to save you, God starts to change your heart.)

The Apostle Paul is telling Titus that at one time Christians were unbelievers, we were foolish, disobedient, deceived, serving various lusts and pleasures, living in malice, and envy, hateful and hating one another. But when Jesus Christ came into the world and died and was resurrected it was then possible to be forgiven of these sins and turn to a new life in Him. (you change from being an unbeliever to a believer in Jesus Christ)

We don't receive righteousness by what we do as there is nothing we can do to earn salvation it is a gift from God and He chooses you and you do not chose Him. God is the initiator in salvation, but because God is merciful He will save us if we believe and ask Him to save us.

This washing of regeneration and renewing is done by the Holy Spirit and is done in the heart (Third person of the trinity, which is 1(God the father, 2(God the Son, and 3(God the Holy Spirit).
