Tokyo (東京; 東 - east, 京 - capital) means "the eastern capital". A funny thing is that the kanji for 東京都 (Tokyo-to, or the Tokyo District) can be misread as Higashi-Kyoto (東・京都), which would mean East Kyoto (Kyoto is the previous capital of Japan).
