The pat text book answer is "We'll Be Loyal Scouts."
At one point there was also lore that the consonants stood for the scout ranks - Wolf, Bear, Lion, (Boy) Scout. Then they did away with the Lion rank and added the Tiger rank and that went by the wayside. They are considering bringing back the Lion rank for a kindergarten program.
In truth the name had been kicking around scout lore for some time, usually as the name of an Indian tribe, and had been considered as a name to be used for many purposes over the years. In other words - They liked the name so picked it and then made up lore to explain it after the fact.
MEANING OF THE WEBELOS BADGE The Webelos badge is like the emblem on your Webelos cap, except that it also has the word "Webelos" and the Scout badge. The emblem is made up of a gold Scout badge with a blue "W," for Webelos, on it. It shows that you are moving from Cub Scouting to Boy Scouting.
Webelos are an age based section of the Cub Scouting program. Merit badges are earned only by Boy Scouts and there are no pins.A number of Webelos awards are emblems that are pinned onto the uniform:Activity Badges, worn on the Webelos colors or the front of the Webelos capCompass points, worn on the Webelos compass points emblemArrow of Light, worn below the left pocket

Webelo (correctly spelled Webelos) is the highest "rank" (for lack of a better word) in the Cub Scouts. It is a period of time that prepares Cub Scouts to transition to the Boy Scouts. WEBELOS is actually an acronym that stands for We Be Loyal Scouts.
A group of boys in the same grade is called a Den. The leader of the division is called a Den Leader. When the boys are in the fourth and fifth grades, they are called Webelos. Then the division leader is called a Webelos Leader. The person in charge of all of the dens (including Webelos dens) is called the Cub Master or Assistant Cub Master. Then over that is the Committee and the Committee Chair.Cub Masters, who would be assisted by Assistant Cub Masters.
When the Cub Scouts was first established in 1930 the three ranks were Wolf, Bear and Lion. In 1941 the WEBELOS badge was added for 10 year old boys who had finished the Lion badge (it went by age then - not school year as we do it today). Its symbol was what we now use for the Arrow of Light. In 1967 the Lion Rank was dropped and the 10 year old Cubs were known as WEBELOS. The badge still looked like our Arrow of Light. Around 1972 they changed the name of the WEBELOS rank badge to the Arrow of Light. The five ranks as we know them today, Bobcat, Wolf, Bear , WEBELOS, and Arrow of Light were established in in 1978.

WEBELOS is the term that refers to the highest level of Cub Scouts, just before going into Boy Scouts. It represents an acronym, thought up in the early 40s, stands for "WE'll BE LOyal Scouts!" It does not have any relationship to the German term.
The "Super Achiever" or "Heavy Shoulder Award" is an informal distinction bestowed by the Pack on WEBELOS scouts that earn all 20 activity pins. Since it is not an actual BSA badge or award I doubt there are any statistics available. My personal experience is that it is about 5-10% of bridging WEBELOS (finishing Cub Scouts and moving to Boy Scouts) with about half or less of all Cub Scouts bridging.
The original booklet Take a Stand Against Drugs can be found at the below referenced site:http://www.cubpacks.org/ca/cs/152/Drug18pager.pdfHowever, it should be noted that the BSA has revamped the Drug Awareness program and now uses a pamphlet called Drugs: A Deadly Game, Choose to Refuse. The pamphlet can unofficially be found online, but the BSA would prefer you buy the pre-printed booklets from your local Scout Shop (or Scoutstuff.org) in order to help them cover the costs of the program.
