The more extreme the impairment, the higher the percentage of disability ranking. So, a person who is unable to use any of his 4 limbs and is blind would likely get a 100% disability ranking.

Note that in most scientific or research uses, there is no such thing as 100% -- instead, the highest a researcher could say is 99.9%, because there is always a possibility of some variant that makes a study NOT have a result at 100%. But in disability-medical evaluations, they use a 0 to 100% ranking.

If you are going for Worker's Comp, a doctor paid for by your employer will always rank you lower than what your condition suggests. So you should consult an attorney and go to another doctor for an evaluation.
