Some colleges use codes for courses where you didn't receive an actual grade. For example, in many colleges if you withdraw from a class it will still go on your transcript with the "grade" listed as W. At my undergraduate school, you could withdraw in the first week or so with nothing recorded; after that you got WP (withdrew with a passing grade) or WF (withdrew with a failing grade).
There should be a key to these codes at the bottom of the transcript. That will be useful, since I've never heard of "FR" before.
