A blue wire preforms the same function as the 'hot' (black) wire. I believe that it is used for lower voltage circuits. (Please feel free to correct me if I am wrong on this.) Red, on the other hand, is found in some circuits where 240V is broken down into 117V applications (i.e. electric clothes dryers).
Other than white (common) wire and Green (ground) wire, black is used as the primary load (hot) wire; different colored wires denote different circuits within an appliance.
