Many journals require authors of articles to write an abstract if they submit an article for publication.There are, of course, also abstracting journals. These publish only abstracts, but they always ask the authors of the articles to write them. If you get a request for an abstract from an abstracting journal you nearly always have to submit the abstract on a form provided by the journal, and this includes notes for guidance (for example, on such things as length).
