When the ionizer is turned on, voltage is applied to a set of needles inside the fan. This creates electrons that are discharged into the air. When these negatively charged particles encounter a particle of dust or smoke or animal dander, they attach to it and make it larger. This makes them either trapped in the filter of the fan or makes them fall to the floor as dust particles, which can then be swept or vacuumed up.
