It is a slang word for "a lot" (as in "Tengo un chingo de dinero" means I have lots of money). It shouldn't be used in a proper conversation.
Chingo Bling is a rapper of Mexican-American decent who created his own original stage name in 2006. The name derived from 'Chingo Bling' meaning together: 'A whole lot of bling'; with the first word 'Chingo' relating to Chicanos and apparently representing an offensive term or 'cuss', and bling meaning expensive jewellery/accessories.
Surenos broke off ties with the Mexican Mafia they're now under the Crip Alliance as their own gang. As far as Chingo Bling being a Sureno I'm not sure I heard he was one.
