By itself the Ctrl key doesn't do anything. It is used in conjunction with other keys to make shortcut key combinations to do various things in computer programs. For example, Ctrl - C is used to copy in many applications, Ctrl - X to cut and Ctrl - V to paste. Those combinations and others can be used in many different applications and are standard. Other combinations may do something in one application, and do something different in another one.
