The quickest thing that comes to mind is "feather love" , " wing gap" Most Japanese words, especially compound words are impossible to precisely define without specifying what kanji they are written with, as ay different written words could sound just the same thing.

Some antique stores have turkey feathers and as far as my knowledge goes, turkey wing feathers are good for quill pens too because in the colonial days that was another type of feather they used. Ask if the feather is a wing feather though!

There does not appear to be a Japanese word 'tsuba'. Perhaps this refers to the word Tsubasa which is a Japanese name given to both males and females meaning wing.
It is a little feather that sticks out, located at the bend of the elbow, but is in line with the wing. You can see it when the budgie has his/her wings in.
