A fuel pump resistor runs the fuel pump at a lower speed when the demand for fuel is lower. When more fuel is needed the system bypasses the resistor and allows the fuel pump to run at full speed.
I am unaware of a relay only a "Fuel Pump Resistor". This is used to reduce voltage.

fuel pump resistor is in tank with fuel senderAnsweractually it is behind the washer fluid reservoir on the passenger side. it is white and U-shaped. you may need to take out the inner fender or the bumper off

Fixed it - Turned out to be a bad MAF sensor.
The fuel pump switch is what tells the fuel pump what pressure to pump fuel into the fuel rail
If there is fuel in the tank and it is making it's way to the fuel pump, and the fuel pump will not pump fuel, the pump is obviously defective. Replace the fuel pump with a new one.
