This depends on what place you go to. Some Animal Care places give you a bill. Other places are funded by donations sent by local citizens. So they pay for the work done on the dog. If you do happen to go to a place funded by donations, I suggest that you donate some $$ to their charity place.
Yes, you can, it's a good thing, (if you want to) to get the puppies tail cropped at an early age! because it's soft with new tissue. But when they're older, the tissue underneath the skin is hardened, and not recommendable for cropping!
If you want to crop your dog's tail, then only a Veterinarian should do this. This should be done as a puppy between the ages of 1-5 days. It is a simple thing to do then for the Vet at that age. But older than that, then it is a major surgery. More and more breeds that use to have their ears & tails cropped are not being done anymore. The Pit Bull was a game dog originally used for hunting large game. The ears were cropped due to the fact that big ears make handles that can be torn and cause bleeding. AS for the "Fighting" you are way off base. Cropped Ears arent commonly found on "Fighting" Dogs as it leaves the ear opened and exposed which can lead to infection. Also tail docking in Fighting dogs...Also a NO a dogs tail gives them natural balance so Fighters didnt have their tail docked. It is a matter of preference. Some people prefer the tails and ears cropped and some do not. What is "cute" to some may be ugly to others.

I own and used to breed min pins so know the answer to this very well. Tails and dewclaws should be done no later than 3 days old. If it hasn't been done and your dog is older, check with your vet. It may be too late. You also need to ask yourself why you want the tail docked and if it is that important to you, why did you get a dog that's tail is not docked? Ideally it should be done at 3 mos. However I have personally had a Min Pins ears cropped as late as 1.5 years of age and they stood fine. I owned a Min Pin in the 1960s and his tail at 6 weeks was already cropped. I didn't have his ears done simply because I don't believe in this cruel fashion and no one can say it isn't cruel. It's all in the name of the breeder and showing off the dog. How would you like your tail bone cropped and your ears cropped, stitched and dipped in brandy?
