The simplest way in which you can understand the term Ghz is that we know Hz refers to the frequency and G the prefix refers to Giga(10^9). It is just like measuring that how many addition problems you can solve in a certain time.For Example that you are able to solve 100 addition problems in 2 secs then your brain's clock speed is 50 problems/sec similarly in computer Hz is used to refer to the per second part of processing and 1.4 GHz means your processor can carry out 1,400,000,000 processes in a second. Like for mine it is connected to the internet and sending and receiving data,also receiving voltaic signals from my keyboard and then interpreting them to the alphabets you are able to read,at the same time keeping track of the sound drivers , visual drivers,brightness of screen,position of text on screen and
1,400,000,000 more such processes.

Not exactly. Dual core means there is two cores. Two processors. Those two processors are both running at 1.6 GHz. Both cores are taking loads, but only at 1.6 Ghz. They aren't combined to make 3.2 GHz. It's just two cores running at 1.6 GHz, each handling part of the processing load.
