It means that they are saying you take both the positive and negative side of an issue. You are positive when you think it is good for you to be for something and are negative when you think it's in your best interest to be against it. Some people are two faced on the War in Afghanistan. They are for it sometimes, and they are against it sometimes. When we are winning the war they are for it, when the news in Afganistan is sometimes bad, they are against it.
