To begin answering, perhaps it's best to take a look at what causes domestic turmoil, riots and civil disobedience. Looking in the news, we can see protests both peaceful and violent worldwide. Some reasons for this are an unfair class structure (very few rich people, lots of poor people, hardly anyone in-between), providing inadequate protection against crime, infringement on the freedom of individuals to own property, their speech or other expression of ideas, high taxes, violent foreign policy, unfair elections or other misrepresentations of the desire of the people (dictatorships, monarchs, politicized democracy)

In short, some ways a government and insure domestic tranquility is to have a fair and balanced economic system, provide a justice system with law enforcement, allow individual freedom, low taxation, international cooperation where possible, and a government that selflessly works towards the requested goals of its citizenry.
