Parakeets do not kiss. what you're thinking of is probably regurgitating. parakeets feed each other sometimes by regurgitating. they will turn their heads sideways and put their beaks together and one or them will regurgitate food into the others mouth.

Although it sometimes may look like they are pecking at each other, they are just feeding themselves and showing how they are getting along. If they are male and female they will do this and mate with each other at some point. :)

For your information (not being rude), but parakeets don't kiss. if you watched closer to what they are doing you will find they are feeding/regurgitating food into an others mouth. and if you don't see food come out of there mouths then they are probably preening one an others head AKA, (Also known as...) running his/her beak in between his/hers or another birds feathers to keep them in line, but for another bird they probably wont spread their oil gland on for them.
