Because the fugitive was arrested for another crime in a different state, that state may elect to keep them in custody until he/she is convicted. Not a wise thing to do. You become a fugitive and subject to immediate arrest on warrant at any time. Any time you have to do anything by giving your name and ID info you could wind up being arrested.
