A meter is a fractional part of the circumference of the earth.

Historically that is almost correct. It was the distance between marks on a metal bar which represented 1/10,000,000 (one ten millionth) of the distance between the equator and the north pole on the meridian passing through Paris.

It is now defined as the distance travelled by light in a vacuum in 1/299,792,458 of a second.
