It means the last degree program you completed. If you completed only one then you indicate that one. If you completed two, then give the last one you completed.
These individuals have earned the title of Doctor. They have completed a Bachelor's Degree and a Master's Degree and then completed their doctoral studies and completed and defended their dissertation. It is the highest level of education.
I'm not sure exactly what you mean, and i don't think that there is a great difference, if i understand you correctly. A bachelor's IS a degree. The program that you would take to get your bachelor's degree is a degree program. So, a degree program is an actual program you would take in order to get a degree, and a bachelor's degree is only one of the degrees you could get through a degree program.

The number of credits does not mean it is equivalent to a degree. It is where those credits can be applied within a specific program of study (major). If the courses you completed satisfy the requirements particular to a specific program, then you can say it is equivalent. However, if the registrar at the college or university does not validate the completion of those studies, and does not validate that you have actually graduated, you have nothing that is usable as a required degree for a position within the workforce.

If you mean starting your master's 10 years after completing your bachelors degree, yes! As long as you have completed a bachelor's degree, it doesn't matter how long you have been out of school. I started my masters 25 years after completing the bachelor's degree.
