There are several possible meanings of the word promoted. To have promoted something could mean to have furthered the progress of something or made something more publicly known. Or in the work place, when one is promoted, he is elevated to a higher status or given higher responsibility.
That usually means the student did not complete the required class-work, or did not pass the required courses, or did not attend enough days of school to be given credit; the end result is the student cannot be promoted to grade six and will have to repeat grade five.
