So called, because the entire file is split into many individual RAR files (in your case, 21 of them). This method was created during the days of dial-up internet, and made it easier for people to re-download only the corrupted parts, rather than the entire file again. How do you open and run a 7-zip file?
Go to the directory of the .rar file. Then choose the .rar file and click "Extract".
