A tessera is something that families get if they have no food. For every time a family gets a tessera, one of the kids gets another 4 slips of paper in the reaping with their name on it. Then the mayor of that district will give that family some food (normally grain).

Every year, you can apply for tesserae. You go down to the Justice Building and enter your name into the reaping again for an exchange of one year's worth of oil and grain for one person.

For each tessera you take out, your name is put in once more. Many children take out the amount of tesserae they need to feed their whole family, so their names are put in more.

For instance, Katniss is sixteen. Each year, she takes out tesserae for her, her sister, and her mother, so on top of her name being in the obligatory five times, its in another fifteen times (three tesserae per year for five years). Therefore, Katniss's name is in the reaping twenty times.

Gale Hawthorne's name is in forty-two times. This is because he is eighteen, and takes out five tesserae each year. So take the mandatory seven, and add five times seven, which is thirty-five, and boom, forty-two.
