The basic teaching is found in the Hebrew Scriptures. The Jewish people were not allowed to charge interest to fellow Jews, but they were allowed to charge interest to non Jews.

The borrower must be very aware of his obligation, and what he owes must be paid back as soon as possible. Romans 13:8 tells Christians "Do not YOU people be owing anybody a single thing, except to love one another..." and Psalm 37:21 tells us that it's the wicked one who is borrowing and does not pay back...".
There is nothing about the US in the Bible. But Jesus said that it was more blessed to give than to receive:
