A braille reader does not exist in Pokemon Ruby or any Pokemon game with braille used as a puzzle. Translating the braille for yourself is very simple if you print off a braille alphabet sheet.

There is no cave for the regis in Pokemon ruby. I have the game no regice regirock or steel.
You can find braille in various places in Pokémon Ruby, such as the ancient tomb on route 120. You can easily translate the braille by looking up the braille alphabet.
The braille has no role in mt ember ignore it and just go to the ruby room and get the ruby.
In the room before the Ruby in Mt Ember the braille shows the players the alphabet as well as a period and comma. On the door of Dotted Hole the braille says "CUT" In Dotted Hole the braille reads: "UP LEFT RIGHT DOWN" In the Sapphire room the braille reads: "Let the two glittering stones, one in red, one in blue connect the past. Two friends sharing power. open a window to a new world that glows. The next world waits for you."
