The Doctor means Lady Macbeth's guilt and inner turmoil can only be solved by God/a priest; a doctor could not help her mental sickness
"More needs she the divine than the physician."
The Doctor tells the waiting-woman to stay by her and keep sharp objects out of her way. The Doctor himself tells her and later Macbeth that what she needs is a priest or a psychologist and not a Doctor. Accordingly there is nothing he can do to help her. As for the waiting-woman, despite the Doctor's orders, Lady M apparently finds means to kill herself anyway. The waiting-woman wasn't much help either.

While sleepwalking, Lady MacBeth confessed to being part of the conspiracy to kill King Duncan and having knowledge of the murder of Lady McDuff and her family. The gentle woman would not tell the doctor what she knew because she had "no witness to confirm my speech." She couldn't make the accusations against the Queen without anyone one else having seen it, ba\ecause it is likely that she, too would be killed.

The doctor believes that Lady Macbeth needs spiritual healing rather than medical treatment. He suggests that she needs divine assistance to cure her troubled mind and conscience. It is implied that her ailment is more psychological and moral in nature, stemming from guilt and remorse over her involvement in Duncan's murder.
The doctor in Macbeth believes that Lady Macbeth needs spiritual intervention more than medical treatment to cure her troubled mind. He thinks that she needs to confess her sins and seek forgiveness rather than physical medicine.
Any trained Doctor (Physician or Surgeon) can carry out this procedure. It needs to be carried out in a Hospital environment as you need special equipment.
Unless you are a physician, there is no medicine that you can give her. Take her to a doctor and get them to prescribe what she needs.

In order to become a family physician, one needs to pass the Medical Board Exams. Also, the physician needs to be licensed in the state.
Macbeth needs to look innocent, but underneath his fake appearance, he needs to be bold, determined, and deadly. Lady Macbeth is also telling Macbeth to pretend to be a friend, when he is actually the enemy, or to act like he is honest, when he is actually deceitful. When Lad Macbeth says, "But be the serpent underneath it", Lady Macbeth might be referring to herself, that she is the serpent under Macbeth, and that Macbeth is the mask, or screen, which diverts attention from Lady Macbeth. It shows how Macbeth needs to be the nice to Duncan to prove his innocence even though he has agreed to kill him- appearances can be deceiving.
is she needs a doctor, why don't you take her to one?
