No. For one thing, you cannot actually feel motion but change in motion, so even though you are moving quite fast due to Earth's rotation at most latitudes, you feel like you are standing still. We do experience some acceleration due to Earth's rotation, but that acceleration is tiny and is more than countered by Earth's gravity.

There is no reason at all to believe that any individual could feel such a thing. Anyone who claims to feel it may be suffering from an illness that interferes with balance, or with some other kind of medical/mental condition.
