I think you mean what does the atomic number of an element on the Periodic Table means ? If yes then read on

An element is defined by its atomic number which is the number of protons it has . Protons are subatomic particles that exist inside an atoms nucleus and are stuck there by the strong nuclear force .

Two elements can never have the same atomic number , or else they'd be the same element!
