All this silly phrase means is to urinate in large quantities, as any horse naturally would. The Russian racehorse part is just America's love of alliteration{ we like words that start with the same letter used one after another].
It means you have to pee really bad, and the phrase is 'like a rushing race horse' lol.
My understanding from what my grandfather told me when I was very young is the following:
The Kentucky Derby was aired only on the radio before the advent of television, obviously. But once it became a television event, they would introduce the racehorses, showing them on camera, and tell us what country the horses originated from. And it seemed that everytime they showed the Russian horses on camera, they were always peeing, or at least more so than the horses from other countries. So some famous comedian in the 1950's (I can't remember who my grandfather said it was) made a joke about it during one of his comedy routines, and the phrase was born.

The piss cutter, not your Russian top hat better. The piss cutter is better know as the Garrison cover. The other is known as the Barracks cover.
taking the piss aka taking the mickey - to ridicule someone. i.e. if you speak sarcastically to someone, or mimick them, they might say "are you taking the piss?"
To 'piss up a rope', like the act described, is to try to do something impossible.
No alcohol does not show up in your piss test. EXAMPLE-Like if you drink ALAZE the purple one than your piss is not going to be purple.
I think you must mean "piss into the wind" and it means to do something without thinking ahead to its consequences.
It stands for a variety of sh!t, such as: Puke Out Loud Poop On Lesbians Piss Out Lemons I like cats
Like piss
I think it just means to go to the toilet though there could be something else it refers to. "To take a piss" means "to urinate", or "to go the toilet". On the other hand, "to take the piss" means "to ridicule" or "to tease in a derisive manner". Thus, in a pub: to say "Excuse me, I have to take a piss" should lead to no altercation. But "Are you taking the piss" just might.
